The Red Hook Port scheme has been an ongoing plot line in seasons 1 and 2 of the Disney+ series Daredevil: Born Again. The scheme is the result of Wilson and Vanessa Fisk exploiting Red Hook’s freeport status to establish a city-state within New York City.
Because this storyline is more nuanced and doesn’t get as much focus as other story arcs, a lot of viewers struggle to understand its purpose. But the Red Hook arc is arguably one of the most important plot arcs in Daredevil: Born Again. It actually sets the series in motion. Almost everything that has happened in the series, from Foggy’s murder to the CIA using Fisk to smuggle weapons, stems from a 170-year-old piece of paper most people didn’t know existed.
What is Red Hook Port?
Red Hook is a pier in Brooklyn, New York. On the surface, it looks like any other port. But thanks to the Charter of the Port of Red Hook, written in 1855, Red Hook has a special legal status: it’s a freeport.
Freeports are designated zones located near shipping ports or airports that are exempt from a country’s domestic customs and tax rules. Goods from foreign countries can be imported, processed, manufactured, and re-exported without paying taxes or customs duties.
Thanks to the Charter, Red Hook is technically a sovereign territory existing outside the jurisdiction of New York City and the United States. Anything that happens on that port is exempt from local, state, and federal laws.
How the Fisks Used Red Hook’s Freeport Status to Their Advantage
For years, Vanessa Fisk had been using Red Hook to store and sell stolen art, since it would be exempt from any customs searches, taxes, and seizures that would be normal under normal circumstances. Once she realized that Red Hook would be perfect for money laundering, she told her husband Wilson.
This is the main reason why Fisk decided to run for Mayor of New York City. He planned to establish a complex at the port that would allow illegal acts to be conducted legally.
While defending his client Benny Cafaro after he stole 20 cases of Lafite Rothschild wine from a Red Hook warehouse, attorney Foggy Nelson discovered the Charter of the Port of Red Hook. He planned to use the Charter to exonerate his client, since technically, Benny hadn’t committed any crimes.
Foggy’s discovery threatened to destroy Vanessa’s operations. Even if she could argue she wasn’t doing anything illegal, investigative journalists would have descended on Red Hook to see who else was using this “lawless zone.” To protect herself, Vanessa had Bullseye (Benjamin Poindexter) kill Foggy along with his client Benny to keep Red Hook’s status a secret.
Fisk’s “Revitalization” Project
After Fisk became mayor back in season 1 of Daredevil: Born Again, he introduced the Red Hook Port Revitalization Project to the public. He framed it as an opportunity to revitalize and restore the port, which would lead to job creation for New York City.
That was a bold-faced lie.
Fisk’s real vision, revealed near the end of season 1, was to turn Red Hook into a city-state within New York City. It would be a haven where gambling, smuggling, and organized crime would be practically legal, shielded by Red Hook’s status as a freeport. He told Vanessa the project could launder billions of dollars while simultaneously expanding their empire.
Fisk blackmailed wealthy investors to secure funding. He used his position as mayor to move without oversight. And because Red Hook exists in a legal grey zone, the NYPD, the FBI, and the District Attorney’s office can’t investigate. Serving a warrant inside the freeport means that authorities would have to navigate jurisdictional disputes that Fisk’s legal team could delay indefinitely.
From Pier to Prison
In season 2, Red Hook was no longer just about smuggling goods or money laundering.
The port had been transformed into a makeshift detention center to house anyone who had been accused of vigilantism (The Punisher, Jack Duquesne) and Fisk’s political opponents. Because the port sits outside normal legal jurisdiction, Fisk could hold people there without filing any charges or giving them a fair trial or access to legal counsel.
Fisk’s Anti-Vigilante Task Force (AVTF) also used the port as their personal headquarters.
Smuggling Weapons for the CIA
At the beginning of season 2, the CIA steps in to shield Fisk from the federal government, which wants to investigate him for abusing his power as mayor. In exchange for this protection, CIA Director Valentina Allegra de Fontaine gets to use the port to smuggle weapons for the agency’s operations. She sends power broker Mr. Charles to monitor Fisk and manage the weapons.
Matt Murdock (Daredevil) learns that Fisk is using a cargo ship named the Northern Star to smuggle weapons, thanks to a tip from journalist BB Urich. When Daredevil breaks into the warehouse/AVTF headquarters and discovers the detainees, he decides to rescue them instead. However, he does hide his wristwatch in one of the shipments so he can look for them another time.
In response to Daredevil’s actions, Fisk orders Officer Connor Powell to blow up the Northern Star with workers onboard so he could blame the incident on Daredevil.
Although Fisk succeeded in recovering the weapons, Mr. Charles is annoyed they are not being delivered to their destination. The already tense relationship between Fisk and Charles only grows more fraught throughout season 2, as Fisk grows tired of being bossed around.
Following the death of his beloved wife Vanessa, Fisk decides to renege on his deal with Charles. He has the weapons removed from the warehouse and gives them to the AVTF, all while ignoring Mr. Charles’ demands for an explanation.
This blows up in Fisk’s face in two ways. First, Jessica Jones returns to New York City to share Fisk’s connections with Mr. Charles and the CIA with Daredevil. Together, the two locate the weapons and destroy them. Second, Mr. Charles is furious, as it is now painfully clear that Fisk is spiraling out of control and the CIA has lost its hold on him. So he decides to hit Fisk where it hurts.
The One Person Who Could Stop Fisk
Right now, the one person who can actually put an end to the Kingpin’s reign of terror is Governor Marge McCaffrey. As governor, she’s the only one who has the authority to revoke the freeport charter for Red Hook, crumbling Fisk’s empire.
Daredevil and Karen Page send Governor McCaffrey a copy of the Charter of the Port of Red Hook in the episode “The Scales and The Sword.” McCaffrey seems to know more about Fisk’s criminal operations than she lets on, and her patience is running thin. When she warns him she has the power to revoke Red Hook’s status, Fisk says he “sincerely hopes for New York’s sake that you’re not considering such a thing,” a not-so-subtle threat.
For a while, Vanessa buys him time. She meets with McCaffrey and makes it clear she is capable of tempering her husband’s darker impulses. The Governor agrees not to move against Fisk as long as Vanessa stands beside him as a moderating force.
With Vanessa dead, McCaffrey’s patience for Fisk’s antics dies as well. In retaliation for stealing the weapons, Mr. Charles pressures McCaffrey to withdraw her support for Fisk. During Vanessa’s funeral, McCaffrey suggests to her friend Sheila Rivera (who is also Fisk’s advisor and campaign manager) that she run against her boss for his job as mayor.
In episode 7, “The Hateful Darkness,” Karen is arrested and charged with vigilantism. Despite her being booked and detained through legal means, her rushed and very public trial is the last straw for McCaffrey. She begins the process of suspending Red Hook’s status as a freeport and moves to get Fisk out of office.
Unfortunately, Fisk and his team have a backup plan. He sends an assassin to her residence, though thankfully, Bullseye of all people saves her life.
What Happens with Red Hook Port Now?
With the season 2 finale of Daredevil: Born Again premiering on May 5, 2026, and season 3 set to debut sometime in March 2027, it will be interesting to see how the Red Hook storyline evolves. Unless the writers have a surprising twist up their sleeves, it doesn’t look like Red Hook’s freeport status will last before season 2 ends.
Without the protection of the CIA and having alienated the few political allies he had, Fisk is going to be very busy fighting the long list of criminal charges coming his way. This isn’t the first time Fisk has had to face the consequences of his crimes; he has found ways to bend the legal system to avoid punishment in the long term. Though it doesn’t seem like his cunning will be enough to keep his position as Mayor of New York City.
The Red Hook storyline isn’t the most exciting arc in Daredevil: Born Again, but it does pose a chilling question: what do you do when the villain isn’t just breaking the law, but weaponizing its loopholes?
Once again, Fisk took the same legal system that was supposed to stop people like him and saw an opportunity. He found the gaps and exploited them for his own gain. By the time anyone understood what was going on with Red Hook Port, it was already too late.
